Hugh joined Na Piarsaigh Óga in 1958 winning a number of Championships as a player before becoming club secretary in 1976.
He began refereeing in 1968 and became Secretary of Armagh Referees Committee, member of Ulster Referees Committee and a National Tutor in 1975.
As an established referee Hugh came to prominence in 1979 when he was the trusted man in the middle for the All Ireland Football Final, Ulster Final, National League Final, Sigerson Cup Final and an All - Ireland Vocational Schools Final and was also voted Referee of The Year in Ireland twice.
In 1981 Hugh moved to America and very quickly made contact with other Gaels there and continued on as a leading referee being awarded San Francisco Referee of The Year 3 times.
Hugh founded the Ulster Club in 1987 and served as its first secretary and manager. He also served two terms as Chairman of the Western Division and one term as secretary.
In 1991 he joined the Michael Cusack’s club in San Francisco and became Chairman and as Team Manager won the Junior (1991), Intermediate (1992), and Senior (1994) North American Football Championships. Hugh also coached the North American Team twice to win the International Cup in Ireland.
In 2011 Hugh was inducted into the National Referees Hall of Fame
In 2015 Hugh was inducted into the San Francisco GAA Hall of Fame
In 2017 Hugh was made Honorary President of USGAA
Hugh currently serves as USGAA Referees Administrator where he travels the US educating and monitoring referees.
